Por fin se reconoce que la quiebra de un Estado no es un episodio sólo para argentinos. Sánchez, la mayoría de los gobiernos involucrados no los supieron conseguir los ciudadanos. Se los metieron por la cabeza, para ser elegantes, sin preguntarle a nadie.
Y en otros casos, alguna vez también se admitirá que los gobiernos democráticamente electos son una muestra representativa de los electores. Si el Gobierno tiene la culpa, la ciudadanía no es automáticamente inocente. Ese es el concepto de partícipe necesario.
