Si, asi es. Debido al Euro la construccion habia crecido mucho y ahora esta bajando.

Si el objetivo del euro fuese alentar la construcción, y si además se probase un nexo causal entre ambos fenómenos, el post sería muy iluminante. Pero no es así. El euro es una unión monetaria imperfecta, no complementada con una unión fiscal, o un acuerdo fiscal estricto, como el implícito en el tratado de Maastricht que ya no se cumple. Esto genera diferentes niveles de deficit y de endeudamiento, diferentes tasas de interes, diferentes niveles de riesgo y diferentes burbujas de diferente tamaño. Al tener atada la mano monetaria no pueden recurrir a la maquinita ni a la devaluación nominal para encontrar “soluciones” de emparche temporario, y por lo tanto –si han incurrido en desastres fiscales con la otra mano que les ha quedado libre–, se ven forzados a sufrir las consecuencias en la esfera real. La solución no está en abolir el euro (o salirse de él) sino en corregir lo que les falta corregir, es decir el equilibrio fiscal y el endeudamiento, y con él las distorsiones generadas por las partes más distorsivas del gasto público (como el sistema previsional, el régimen de personal público, y otros).
Hay que mencionar que Bulgaria y los otros outsiders, es importante señalar que ellos (con la excepción de Gran Bretaña y algún país escandinavo que lo rechazó por referendum) no han decidido sobriamente quedarse fuera del euro, sino que están haciendo cola para entrar en cuanto sus sistemas económicos cumplan las condiciones mínimas para ello.

Pero cuál es la lógica del post: ¿los países que pudieron depreciar sus monedas en los últimos 12 meses fueron capaces de reactivar el sector de la construcción? Es el sector no transable de libro de texto, y el efecto de las depreciaciones en el nivel de actividad deberíamos buscarlo en sectores transables.
Me parece que está lleno de casos históricos en donde la sobrevaluación cambiaria va de la mano de booms de la construcción. La razón casi siempre es el crédito fácil combinado con un contexto en donde las inversiones transables no tienen buen nivel de rentabilidad.
Me parece que la explicación de la caída podríamos buscarla en factores tales como los niveles de inventarios de viviendas sin vender y la contracción del crédito por la descapitalización bancaria, entre otras.
